عَبْدُ الرَّزَّاقِ، عَنْ مَعْمَرٍ، عَنْ عَمْرِو بْنِ دِينَارٍ، أَوِ ابْنِ أَبِي نَجِيحٍ أَوْ كِلَيْهِمَا ، عَنْ مُجَاهِدٍ، عَنِ ابْنِ عَبَّاسٍ، قَالَ: كَانَ فِي بَنِي إِسْرَائِيلَ الْقِصَاصُ وَلَمْ تَكُنْ فِيهِمُ الدِّيَةُ ، فَقَالَ اللهُ تَعَالَى لِهَذِهِ الْأُمَّةِ: كُتِبَ عَلَيْكُمُ الْقِصَاصُ فِي الْقَتْلَى الْآيَةَ: فَمَنْ عُفِيَ لَهُ مِنْ أَخِيهِ شَيْءٌ قَالَ:" فَالْعَفْوُ أَنْ يُقْبَلَ فِي الْعَمْدِ الدِّيَةُ فَاتِّبَاعٌ بِالْمَعْرُوفِ يَتَّبِعُ الطَّالِبُ بِمَعْرُوفٍ وَيُؤَدِّي إِلَيْهِ الْقَاتِلُ بِإِحْسَانٍ ذَلِكَ تَخْفِيفٌ مِنْ رَبِّكُمْ وَرَحْمَةٌ مِمَّا كُتِبَ عَلَى مَنْ كَانَ قَبْلَكُمْ
